Interestingly enough, we were told at the recent U.N. / U.S. confrontation between Senator Jesse Helms (Chairman of Foreign Relations Committee) and the United Nations, by the U.N. that "we are not trying to take over the world" when Senator Helms accused them of becoming a "self government like the Imperial Government of Rome." It motivated me to take a look for myself as to what the United Nations is really up to and if Senator Helms was telling us the truth when he said that we could pull out and basically delete the U.N.
I went to their website and their most revealing site, the Crime & Justice Research Institute in Rome, Italy. I found the social areas that the United Nations are involved in, in what they call "intragovernment" which means in all 187 member countries including the U.S. are: drug control; nutrition; stats; water resources; economic; social; atomic energy; education; science and high tech (Rome); aviation; civil service; agricultural development and Ageing (Rome, Italy); labor and advancement of women, an International Labor Organization Training Center of Human Resources & Development for Representatives of Governments (Rome, Italy. 66,000 men/ women have benefitted from it); human settlements; combat; Children's Fund (UNICEF); international trade laws, crime against businesses, environment, trafficking of human beings, violence agaisnt women, combat, crime & justice (UNICRI in Rome, Italy); World Bank (Washington DC.); world health, world intellectuality, meteorology (Geneva, Switzerland); world tourism and world trade (Madrid, Spain).
What started out as the League of Nations ensuring international peace and security prior to WWII which obviously failed to achieve its goal, became the United Nations established by charter on Oct. 24, 1945. It was the second multi-purpose international organization. The major Allied powers agreed during the war to establish a new global organization to help manage international affairs in the postwar world. This agreement began to be articulated with the help of the United States.. United Nations Educational, Scientific and Cultural Organization was created in 1946 to contribute to world peace. The U.N. is supposed to be mainly facilitative; in attempting to assist, support, and complement national efforts of member states in the
1) elimination of extraterritoriality, that extends to foreign states or international organizations as entities and to their heads, legations, troops in passage, war vessels...
2) space law the body of regulations that governs international conduct in and related to areas of space beyond the lower strata of the Earth's atmosphere.
3) World Culture by implimenting Olympism, a philosophy of life, exalting and combining in a balanced whole the qualities of body, will and mind [NOTICE SOUL & SPIRIT are LEFT OUT]. Blending sport with culture and education, Olympism seeks to create a way of life based on the joy found in effort, the educational value of good example and respect for universal fundamental ethical principles.
Organization of the United Nations is based on the sovereign equality of its members [WHICH MEANS THE U.S. AS A MEMBER OF THIS BODY HAS AGREED NOT TO USURP ITS SUPREMACY OVER OTHER STATES OR THE UNITED NATIONS AS AN ENTITY]. Disputes are to be settled by peaceful means.In 1949 the U.N. created an additional agency to provide relief, health and education for those who lost their homes and livelihood during the Arab-Israeli wars following the creation of the state of Israel in 1948.
Among the United Nations' recognized acievements are: "maintaining peace and security," "providing humanitarian aid to victims of conflict," "ending apartheid in South Africa," and "eradicating smallpox."
In researching the United Nations' websites, one will discover major reform efforts are under way and one also gets a glimpse of the Octupus that the United Nations has become to establish itself world-wide. A myriad of UN offices and websites world wide in the areas of "Peace and Security," "International Law," "Economic and Social Development," "Human Rights," and "Humanitarian Affairs."
United Nations Office of the Iraq Programme since the conflict in Iraq dates back to 1990 where oil is traded for food due to the refusal of Saddam Husein's to comply.
The U.N. has also become involved in prevention and treatments of HIV and AIDS throughout the world, the "Status of Women in the Third World," poverty and education world-wide (UNESCO) placing Importance of knowledge; qualities needed by the university of the 21st century. In 1998 Linguapax was added: Protecting linguistic treasures.
We are not done which you will see when we move through a meeting in Milan, Italy. The scope of the United Nations has become unlimited. 1.List of participants: 5 representatives from Italy (the Director Alberto Bradanini of UNICRI is Italian), 1 each from Uganda, Arabia, U.S., Japan, Canada and 2 from Finland.
2.Agenda: The Fourteenth Coordination Meeting of the United Nations Crime Prevention and Criminal Justice Programme Network (Milan, Italy, November 1999) Mr. Bradanini acted as chairman of the meeting and Ms. Anna Alvazzi del Frate (Research Officer, UNICRI) acted as rapporteur. The agenda of the last meeting was approved as proposed...
Planned workshops about, "Responding to the Challenges of Corruption," "Crimes related to computer networks," "women in the criminal justice system (as pratitioners)," "women as offenders and prisoners," and "women as victims and survivors" were on the agenda. A Model of Strategies and Practical Measures for the Elimination of Violence Against Women in the Field of Crime Prevention and Justice (adopted by the General Assembly in December 1997) manual was presented...An International Seminar, which will start in mid-January 2000 and last for five weeks, will focus on how to combat transnational organised crime with special attention being given to extradition and mutual legal assistance matters. Another training course will focus on new investigative techniques to combat transnational organised crime.
Long-term training courses and seminars are planned in the year 2000 about Community Crime Prevention, Computer Crime, the Global Programme on Trafficking in Human Beings, drug control, firearms, terrorism, violent crime, transnational organized crime, community policing, correctional institutions, criminal policy, etc.
The ISISC has established forms of cooperation with the UN, particularly the Office of Legal Affairs, the Council of Europe, the European Commission, as well as with Governments and Ministries of Justice of Italy, Austria and Egypt and several non-governmental organisations. Conferences on criminal law issues have been organised, as well as activities relating to the International Criminal Court (in Siracusa, Cairo and New York.)In September 1999, ISISC organised a seminar for young criminal lawyers from 30 countries. The Italian Government has requested ISISC to organise a major training activity for Albanian judges and senior police officers, which will be held from November 1999 to March 2000. Seminars will be organised with the assistance of several Italian law enforcement agencies and international organisations. ISISC has also organised a training programme on community law for Italian lawyers and played an important role at the International Penal Law Association Congress which was held in Budapest in September 1999 and focussed on organised crime.
Knowing what you know now about the United Nations you can rightly understand what transpired on January 21, 2000 when Senator Jesse Helms (33 degree Mason), delt the U.N. a tongue lashing. Ambassadors were quite shocked at his attitude and wanted to rebuke him since the United States is not in charge of the United Nations but only a member state. "The World needs shared norms and values to hold it together," stated an Ambassador in defense of the United Nations. Ambassador of Netherland said: "It is a nightmare to envision the U.N. without the United States.. but the best way to improve relationships between the U.S. and the U.N. is with full payment by the U.S..".
The now 187 member world organization insists that the U.S. owes $1.52 billion and have agreed that they will accept the $926 million under the Helms / Biden legislation. Most of the money will be paid over a three-year period only if the U.N. General Assembly agrees to cut Americas share of U.N. dues to 22 percent from the current 25 percent and reduces the U.S. share of peacekeeping costs to 25 percent from 31 percent and implements other reforms.
Senator was said to have a "bully" mentality. He is chairman of the Senate's Foreign Relations Committee. He wants to reorganize the United Nations and either make an effective tool for world governance or delete it [He must have been hallucinating]. The meetings of interrogations of United Nations' representatives at the White House, began the next day in shifts. It came out that there is no record of any inventory at the U.N. They find that the job they are supposed to do is an impossibility for lack of funds. The U.S. are not the only ones not paying. They confessed that the United States funded 50% of the cost of running the United Nations from 1948 through the 1970s when it dropped to 30%.
"Most Americans are frustrated with the U.N., Helms said. They resent the U.N. calling the U.S. a deadbeat and criticizing the U.S. human rights record, he said, when the U.S. is the biggest contributor to the U.N. Rejection of the U.S. ideas for reform would cause the U.S.-U.N. relationship to spiral out of control.
A take-it-or-leave-it stance on unpaid back dues, Helms said Congress would authorize a payment of $926 million (short of the full amount the U.S. owes) only if reforms per the Helms-Biden bill are implemented. If the U.N. rejects this compromise, it would mark the beginning of the end of U.N.-U.S. relations. [Editor's note: one thing that I don't see in all their activities is the subject of religion/state which has received a lot of attention in the U.S. lately and has been the major basis for conflict throughout the world. Maybe that is what needs reform? They have not spelled out any details at this point. It is President Clinton's pet subject].
A blast at Security Council failures in Kosovo and Bosnia. Helms called peacekeeping missions in Kosovo and Bosnia disasters and criticized the Councils inability to curtail Iraqi dictator Saddam Hussein.A warning that the U.N. efforts to impose on the sovereignty of nation states must stop, as the U.N. cannot be the central authority of global laws and governance. In the U.N. charter, he said, We did not cede one syllable of American sovereignty to the U.N.. When we join a treaty organization, it holds no legal authority over America.
Helms cited the U.N. International Criminal Court as an example of the threat to American freedom, as well as the Rome Treaty, which claims American citizens are under its jurisdiction even though they are not a signatory. How can nations imagine for one instant American will stand by and allow a power grasp to take place? he asked. I can guarantee it wont happen.[Helms enumerated the wars the United States has fought in the name of democracy.]
He also said that, as the United States joins and commits its troops to Security Council peacekeeping missions, those missions must be funded and cannot be excluded out of the dues in arrears Washington is balking at paying. He stated that peacekeeping missions plus the $100 million given to the U.N. in 1999 amounted to $10 billion in 1999.
A United Nations that seeks to impose its presumed authority on American people without consent begs for confrontation and eventual withdrawal.
Helms did hold out an olive branch, describing his visit as part of a desire for a new beginning in the U.S.-U.N. relationship. The visit, he said, will be the first of many. He also invited the entire council to Washington as officials guests of the Senate. Several ambassadors have already accepted." The meetings in Washington began the next day and were aired on C-span as was the confrontation between Helms and the U.N. At first they were not going to share this information with the public but changed their minds in the last minute.
To help me give you an example in this mornings Tampa Tribune (1.23.2000) p.11 it stated: "Ontario ignores order on religious schools. Toronto - The Ontario government is ignoring a federal order that it support all private religious schools. The Foreign Affairs Department wants the province to comply with a U.N. ruling that Canada is violating international law because Ontario doesn't fund non-Catholic private schools.
Premier Mike Harris says paying for all religious schools would take money from the existing public and Catholic systems, which is guaranteed under the Constitution."
Another interesting phenomemon aired on the Dish a few days ago from Australia where families were pleading with the U.S. citizens not to let it happen to them. Australians are being stripped of all registered guns to protect their families with the promise that crime would decrease when instead it increased.
President Clinton signed into law December 10, 1998, Executive Order 13107 the implimentation of Human Rights Treaties [with the United Nations]. Obligations of the United States pursuant to the International Covenant on Civil and Political Rights .. all forms of racial discrimination.. implimentation of Human Rights Obligations.. promoting human rights and fundamental freedoms. It shall be the policy and practice of Government of the U.S. to promote respect for international human rights.. including strengthening the various international mechanism for the pormotion of human rights, including, inter alia, those of the United Nations, the International Labor Organization and the Organization of American States... Human Rights Inquiries and Complaints.. fall within its areas of responsibility , referring it to the appropriate agency for response.
Section (c) (iv) developing effective mechanisms to ensure that legislation proposed by the Administration is reviewed for conformity with international human rights obligations.. by Congress as well... Section 5. (c) The term "treaty obligations" shall mean treaty obligations as approved by the Senate pursuant to Article II, section 2, clause 2 of the U.S. Constitution...
It's too late Senator Helms, it's a done deal. Alan Keyes is correct when he stated that our freedom is a thing of the past. It is while we are under the United Nations. God's promises a better deal to all who want to participate:

LOS ANGELES TIMES, Eric Slater, 1.26.2000 - MASON CITY, (excerpt) ..An oratorical maestro in a black pinstripe suit, Alan Keyes .. with his refrain of abolishing the income tax or his chorus on reinstating school prayer.. placed a strong third in the Iowa caucuses Monday. . a speech about moral decline or governmental decay : "We are the most decent people who have ever existed on the face of this planet!" Often indignant Keyes has gained considerable ground.. After winning 14.3% of the caucus vote, Keyes is expected to arrive in New Hampshire today. "My goal now," Keyes quipped in a recent interview, "is to move people beyond saying 'That was a great speech,' to move them all the way to the message." The message, in highly distilled form: America is a great, God-fearing nation about to go the way of the Roman Empire. [He should know, he has been a member of a number of political organizations and is warning people] Keyes, 49, is a devout Catholic.
He quotes everything from the Declaration of Independence to the Book of Genesis to foreign policy papers from the Carter administration... He has a PhD in government affairs, serving as U.S. vice consul in Bombay, India.Keyes also caught the attention of then - U.S. ambassador to the United Nations Jeane J. Kirkpatrick, who helped secure his appointment as U.S. ambassador to the U.N. Economic and Social Council in the 1980s. He went on to join the secretary of state's office in the Reagan administration, vociferously opposing sanctions against South Africa's white-minority government under Reagan's policy of "constructive engagement."

WEEKEND NEWS TODAY (AP): Mon Jan 31,2000 -- European finance ministers insisted Monday that the euro's tumble to record lows against the dollar is only temporary, but the chief European central banker warned of inflation risks if the currency's weakness lingers. With no action taken to prop up the euro, the single currency of 11 European nations fell to a new low of 96.75 U.S. cents on Monday. The previous low of 97.38 cents was reached Friday. Ministers of the euro countries predicted a robust economic recovery in Europe will soon be pushing the euro upward. "The euro has potential for appreciation, firmly based on growth and internal price stability," the ministers said in a joint statement with the European Central Bank. "A strong economy goes along with a strong currency."
WEEKEND NEWS TODAY (AP) Sun Jan 30,2000 -- Conservative leader William Hague says Tony Blair and Brussels bureaucrats are pushing ahead with plans to create a European superstate. Mr Hague argued that European Commission proposals published this week could lead to further EU integration, and a limiting of member states' right to use their national veto. "They are pushing for a European Union with its own government, its own army, its own taxes, its own foreign policy, its own criminal justice system, its own constitution, as well as its own currency - in other words, a single European state. The submission is an integrationist wish-list - the blueprint for a single European state," Mr Hague told the Council of Europe's European Democrat Group.
WEEKEND NEWS TODAY (AP): Mon Jan 31,2000 -- The European Union will break off political contacts with any future Austrian government that includes the far-right Freedom Party, the EU president warned in a statement today. The governments of the other 14 EU states will not back Austrian candidates for posts in international organizations. Austrian ambassadors in EU capitals also "will only be received at a technical level,'' said a tough statement issued by Portugal, which holds the EU presidency, on behalf of the other member states. The prospect of Haider influencing Austrian policy has brought fierce criticism from EU leaders because of his statements in opposition to EU expansion and remarks sympathetic to aspects of the Nazi regime.
WEEKEND NEWS TODAY (AP)Mon Jan 31,2000 -- Britain has asked Washington for the first time to consider protecting Europe as well as the United States if it goes ahead with building a national anti-ballistic missile defence system to protect America from rogue missile attacks. Although the proposed US defence system, consisting of 100 interceptors based in Alaska, would be aimed at protecting America from a long-range missile attack from North Korea - a scenario that would not threaten Britain or other European countries - the British Government would be interested in benefiting from possible future phases of the program that would provide defences against Iran and Iraq. The British Government and other governments in Europe have been consulted by Washington, which has supplied alarming intelligence about the potential missile threat from North Korea, Iran and Iraq, and possibly Libya. America's Nato allies, however, have been more concerned about the threat to the ABM treaty and the damage it might cause to relations with Russia.
WEEKEND NEWS TODAY (AP)Mon Jan 31,2000 -- The Russian Deputy Foreign Minister Vassili Cerdin has said that Moscow intends to develop military cooperation with Syria. Cerdin stated that the Russian retreat from weapon's market in the Middle East is not logical and unfruitful at a time when other countries continue to pump weapons into the area.He remarked on Israel and Turkey's supremacy and compiling of weapons noting that Moscow sees no reason for minimizing its cooperation with Damascus in order to achieve defense sufficiency. The statement of the Russian official is of special importance because it refutes what has been mentioned of coolness in relations between Moscow and Damascus as Syria has refused to join the regional multilateral talks due to start in Moscow in February.
